Modified Requirements to Broaden Cotton Ginning Scheme

SPAIN - To access the aid, ginning plants affected by the restructuring of the cotton sector must have participated in one of the four years between 2006 - 2007 and 2009 - 2010, according to the Ministry of Agriculture, Food and Environment.

The Spanish Cabinet approved a Royal Decree submitted by the Ministry of Agriculture, Food and Environment, by amending existing legislation on aid under the National Restructuring Programme for the cotton sector. The objective was to increase access by the companies that own the scheme ginning cotton.

In recent seasons, Spain has seen an expansion of cotton cultivation and higher yields, driven by higher prices on the world market and increased capacity to gin. The Ministry has relaxed the requirements for ginners to participate in the cotton scheme.

It requires the ginners affected by the restructuring to have participated in one of the four years between 2006 - 2007 and from 2009 to 2010.

This new requirement expands the possibility of accessing funds for the ginning plant, because the existing regulations require their participation in three out of four seasons.
